Spokane car-sale paperwork: signatures, plates and the buyer
Match the signature to the document, keep your Washington plates, and prepare the records both sides will need.

Start with the title you hold
For an ordinary private sale, find the current ownership document and read the owner and lienholder entries before arranging the handover. DOL allows a vehicle with expired registration to be sold; expired tabs do not solve a missing title or make the car legal to drive. A valid title, or the correct approved alternative, is a separate question. If you cannot locate it, use the title-problems guide before choosing a pickup date.
All owners whose releases are needed must participate. Compare the names with the people signing, and resolve any lien shown on the record. Do not treat possession of keys, an old registration card or a payment receipt as the owner's release. The buyer's published paper-title requirement can also be narrower than the documents Washington permits for a transfer.

Which signature needs a witness?
Washington's rule distinguishes a signature on the certificate of ownership from a separate release. A release signed on the title itself does not need notarization or certification under WAC 308-56A-265. For a separate release document, the rule generally requires notarized or certified signatures, with listed exceptions for certain lender and secured-party releases. DOL says a vehicle licensing agent can certify the Affidavit of Loss/Release of Interest.
The buyer's Vehicle Title Application is another document: DOL instructs the buyer to sign that application before a notary or licensing agent. Its witness block does not impose a notary requirement on every ordinary seller signature. Take the actual document to a licensing office if you cannot tell which step you are completing; do not sign a witness-required block in advance.

Record the price, date and mileage
DOL's Vehicle/Vessel Bill of Sale records the transaction between you and the buyer. Both parties sign it and keep a copy. DOL allows the separate bill of sale to be omitted when the selling price and date are entered on the title, but retaining a clear transaction record remains useful. A bill of sale and the seller's Report of Sale are different documents serving different purposes.
The current DOL buying page says odometer disclosure is needed for model year 2011 and newer; 2010 and older are exempt. Where a separate odometer document is required, DOL says it is secure paper and cannot be downloaded. Request it through a licensing office instead of substituting a homemade form or an ordinary bill-of-sale box.
Dated wording conflict, checked 10 September 2026: the current buying page uses the 2011 cutoff, while DOL's affidavit guidance says vehicles 20 years old or newer require odometer disclosure. DOL's older Destroyed Vehicle Information PDF, revised June 2016, still says less than ten years old. Those statements are different. Show the licensing office the vehicle's model year and your actual transfer documents; confirm which disclosure it needs before signing. Do not use the old PDF's age language as a current exemption.

Take your plates off before the car leaves
DOL states: “As the seller, you are legally obligated to remove the license plates from your vehicle.” Keep them with you. The buyer cannot use your plates, even if the registration has time remaining. Discuss transportation before the meeting: DOL describes a three-day trip permit for a vehicle that needs to be driven without plates. The buyer must arrange the lawful route; a bill of sale is not a substitute for the permit.
Remove personal papers, insurance information, garage remotes and belongings from the vehicle as well. Keep the sale copies outside the car. Then use the separate Report of Sale guide for your filing and proof; handing over a signed title does not complete that seller task.

When your buyer is an Idaho resident
Selling across the state line does not remove the Washington seller's Report of Sale responsibility: DOL expressly includes out-of-state sales. Follow the plate-removal rule above and keep the buyer's actual name and address. The buyer's Idaho title application is a separate transaction.
For an ordinary private person outside business activity, WAC 458-20-106 says the seller is not required to collect retail sales tax on a casual sale. This limited rule is not an exemption for every business or dealer transaction, and it does not erase the buyer's Idaho tax.
Idaho ITD says a private-party buyer without a lienholder must apply through a county motor vehicle office within 30 days of transfer to avoid the late-filing penalty. Its document list includes a VIN inspection when a vehicle comes from another state. Idaho's Tax Commission says the buyer owes sales tax on the total price unless an exemption applies and pays it when applying for an Idaho title. Idaho's general sales-tax rate is 6 percent. Keep that buyer expense separate from the price you receive.

Confirm the particular title service, witnesses and hours before traveling; an office address is not a promise that your documents are sufficient.

- Downtown Auto Licensing: 628 S Washington St; 509-455-8320. Listed Monday-Friday, 8 a.m.-6 p.m.; Saturday, 9 a.m.-2 p.m. The locator lists different weekday Quick Title hours, so check that service separately.
- South Hill Auto Licensing: 2727 S Mount Vernon St, Suite 3B; 509-534-6022. Listed Monday-Friday, 10 a.m.-6 p.m.
The locator also supplies mailing addresses, which can differ from the counter location. Use its mailing entry when sending documents. A driver-licensing office is not necessarily a vehicle-title office.

DOL permits a sale with expired registration. Ownership documents and lawful transportation still need to be resolved.
