Check the recorded status before deciding how to sell

In Washington, a total loss is not defined here by a copied percentage from another state. DOL describes damage that makes repair uneconomical in the judgment of the owner, insurer or someone acting for the owner. When the vehicle is reported destroyed, its title is cancelled. The physical car and the cancelled ownership document then need the salvage procedure.

DOL says the owner must surrender the title within 15 days after destruction; an insurer's reporting period runs from settling the claim. Those are different events, not two interchangeable dates for a calculator. Confirm who has reported the loss and retain the agency's cancellation notice and the insurance records.

A dent, flat tire or non-starting engine does not on its own establish a cancelled title. If you are only describing a mechanical problem, use the condition guide. If the record carries a brand, disclose that record along with the car's present condition.

Selling the cancelled-title vehicle

DOL's salvage instructions describe giving the buyer the title-cancellation notice and a notarized bill of sale when a destroyed vehicle is sold. The ordinary release on an existing valid title and this cancelled-title document route are not the same. Do not hand over an old cancelled certificate as though it were a current clean title.

Before accepting a collection appointment, show the buyer which ownership documents you can provide and ask whether it will accept them. The referral buyer requires physical paper for an offer based on having a title and directs other-document inquiries through its no-title route. State permission to transfer a salvage vehicle does not guarantee a particular offer or acceptance of every document.

DOL also says a vehicle with a cancelled title cannot be driven or parked on public roads until retitled. Agree on transport for the actual status. A planned tow does not settle a lien, an authority's hold or a disagreement about who owns the vehicle.

Returning a rebuilt car to the road

Selling for salvage and rebuilding for road use are different projects. DOL's instructions call for the applicable Washington State Patrol inspection, the repair documentation and the title process before returning a destroyed vehicle to use. Original receipts for parts are among the documents identified by its information sheet. Do not schedule an assumed inspection date or advertise a guaranteed inspection result.

DOL currently describes the Washington rebuilt brand for vehicles five years old or newer, and for specified passenger vehicles, light trucks and SUVs six through twenty years old whose pre-loss retail value meets its published threshold. The page read on 10 September 2026 gives that threshold as $11,780. It is a title-brand criterion, not a salvage offer or a price promise.

A brand records history. DOL says title brands remain with a vehicle; repairing the body does not make the history disappear. Its replacement-title page excludes Washington rebuilt vehicles from Quick Title, so do not budget on paying the extra Quick Title fee to bypass this process.

Older PDF warning: DOL's Destroyed Vehicle Information sheet is revised June 2016 and still uses a less-than-ten-years odometer statement. The current buying page uses model year 2011 and newer, while its affidavit guidance says twenty years old or newer. These disagree. Use the dated odometer discussion and confirm the required disclosure with the licensing office; the older sheet is not a current exemption calculator.

A licensed hulk hauler when the owner lost the title

A car with little value still needs lawful ownership documents. WAC 308-65-080 lists a route a licensed hulk hauler may accept from the owner on DOL's record: “Affidavit of lost or stolen title signed by the owner on record with the department, and release of interest from the owner.” That is a recorded-owner route, not permission for anyone holding the car to sign it away.

The hauler needs supporting acquisition documents before transport and must have them while transporting the vehicle. The rule allows resale only to a licensed vehicle wrecker or scrap processor. Ask which accepted ownership document supports your car, and verify the operator's license before making arrangements. These are licensed-disposal rules, not a promise about the referral buyer's acceptance or price.

The landowner’s abandoned junk-vehicle route

The DOL Junk Vehicle Affidavit is a different process. A law enforcement officer or authorized junk-vehicle inspector must inspect and certify the abandoned vehicle. The form lists four characteristics, of which three must apply: sufficient age, extensive damage, apparent inoperability and approximate scrap-only value. A landowner cannot declare an unwanted car title-free.

Under RCW 46.55.230, the inspector supplies registered and legal owner information to the landowner. The landowner sends the required notice. The statute permits disposal or an affidavit of sale when the vehicle remains unclaimed more than 15 days after the notice is mailed; no owner information in the official record is a separate route. A missing title in a kitchen drawer is not proof that DOL has no owner information.

The DOL form identifies the landowner, inspected vehicle, owner-notification statement and sale or disposal certification. Its affidavit-of-sale section must be notarized for use as an ownership document. WAC 308-61-135 permits the properly completed junk affidavit to support a sale to a licensed hulk hauler, scrap processor or vehicle wrecking yard. Neither this form nor the ordinary owner's affidavit is a blanket substitute for a title.

If the car was impounded or is subject to an authority's hold, use the tow and release guide instead of assuming this landowner process clears the hold. And retain the actual disposal documents and follow the seller-report route that applies to your transfer.
